This item isn't attainable until after in the game. Hither is where you tin find the Earth Plate in Pokémon Bright Diamond and Shining Pearl.

Earlier you can get the Globe Plate, you first need to obtain the hidden moves Strength, Rock Smash, and Surf. Y'all also need to exist able to use them outside of boxing. To utilize these moves outside of battle, you first need to defeat the gym leaders in Oreburgh Metropolis, Pastoria City, and Canalave City. One time you are able to use these moves outside of battle, head over to Oreburgh Gate (the cave next to Oreburgh City).

Take the n path in Oreburgh Gate to reach a set of stairs that go down to a room below. Caput south in the room until yous find a torso of water. Use surf and head east to the left edge of the water. Here you volition see a veteran trainer blocking a staircase. Defeat the trainer and caput down the stairs. There are 2 items here. The item to the south is the Globe Plate.
